Charlotte Bridgwood's "Cleaning Device" is the name for the pre-WWII windshield wiper system you described. Patented in 1918 (US Patent 1,274,983), it features a carriage with wiping elements that slide horizontally back and forth along a fixed track mounted at the top of the windshield frame.

Comment from a friend that has a similar Stearns:  "The underside of the visor on that car is recessed to allow for the dual wiper, Visionall, system. Not all Stearns are that way. My H sedan is not. So if you wanted your S-K closed body to have Visionall it apparently needed to be factory ordered."
