Early Rolls-Royce PII Steering Wheel Restoration

I'm looking for suggestions on who to contact to restore a R-R PII Steering wheel. Our's has delaminated to the point that the plastic should be replaced, and it’s the type that the spokes aren’t completely covered.

I have been using 3M auto body Panel Adhesive - it is for "gluing" thin gauge auto body panels onto existing sheet metal for new car repairs. It is tough as nails and a good color of black - plus, it sands and polishes nice too.

The original stuff is shellac, the same as old 78 rpm records, for the life of me I can't remember the solvent, you'll need to google it, might be acetone? Just melt old records, paint it on and sand and polish.
