"Black" CA plates and registering with the CA DMV

I am in the midst of purchasing a 1954 vehicle from the state of washington. Currently the vehicle has Washington stage period license plates on it circa 1954. I am wondering if California has any provisions for securing and registering a car of this period with period plates. Is thei possible and if so, where would I go to do this? Does the DMV have access to and issue such plates or can you procure them from an indidivual and then register them with the state? Just curious! Thanks.
